Cabinet must recognize that a shrinking economy will inevitably destroy jobs as businesses cut costs, freeze hiring, delay expansion or shut down completely, while older workers remaining in the system longer and returning as consultants further block promotions and entry level opportunities for younger citizens; if urgent action is not taken, unemployment, frustration and social instability will rise, therefore government must immediately shift focus toward aggressive support for self-employment and small business creation through micro loans, grants, tax relief, training and easier access to financing, because many citizens are willing to work and create opportunities but simply cannot overcome the financial barriers to getting started.
