Amalgamated Security Services Limited has gone before the Office of Procurement Regulation (OPR) concerning the award of a security contract to its rival, SWAT Estate Police Company Limited.
In a public notice issued on Thursday, the Office of Procurement Regulation (OPR) confirmed that Amalgamated Security Services Limited has formally challenged the decision by the Estate Management and Business Development Company Limited (EMBD) to award the contract for security services in its Central Zone, being the lands formally owned by Caroni (1975) Limited.

The application for review, filed on July 8, has been registered under Case Reference No. CP2026-19.
The dispute centres on EMBD’s decision to award the contract to SWAT Estate Police Company Limited, with the agreement taking effect from July 1, 2026.
Under the Public Procurement and Disposal of Public Property Act, the OPR has acknowledged receipt of the application and has commenced the review process into the procurement proceedings.
The review will examine the circumstances surrounding the contract award to determine whether the procurement process complied with the requirements of the legislation.
